If it's proto spells > no way

If it's heal spells (cast 1+), use Migraine or Arcane Conundrum as a base- it helps a ton.

It also depends on your connection. Plenty of people can land an interrupt on a 1 second cast, but you have to have a very quick connection to the guild wars server to get this consistently. Migrane and arcane conundrum, as suggested by Hella Good, work wonders if you are having trouble. You'll probably never interrupt something as fast as RoF outside of lucky shots.

I can interrupt an Orison...if I have a good connection to the server, which is rare.

Meh, Orison is 1 cast... that's easy to inter even w/o Migraine/Conundrum. But there is no way you gonna inter RoF, PS, CoP. Not unless you chance to hit it with random inter spam, which is dumb anyway you look at it.

If you're playing PvE, it's easy to predict when the monk will use Orison. They spam it as fast as they can (Orison's recharge is two seconds), so after they use it, count to two and hit your interrupt.

For 1/4 sec casts like Reversal or Contemplation, use Diversion.

Go to the Desert and try distracting the Scarabs when they use Chillblains and such. It's very hard, unless you have a speedy connection.

If you practice, interrupting 1 second skills is actually pretty easy. Diversion helps get rid of those quick spam skills such as RoF. That's what I do anyway.
